Phase 3: Implementation

Phase 3 focused on drafting recommendations for implementation of the Plan Vision. The identified Implementation Projects are called “Actions” and these include projects such as capital investments, future planning projects such as a greenways plan, or policy projects, such as changes to the County’s ordinances. The top priority projects for this section are called “Catalyst Projects” and these are the projects that were identified as the projects that should be completed as soon as possible after Plan adoption. Catalyst projects were selected based on community input from Phases 3, as well as the community input themes from previous phases.

  • Phase 3 Overview

    In Phase 3 we asked community members to share their ideas about what implementation projects are most important to them. To gather input, we held a pop-up event in South Hill at the First Responders benefit concert. We also hosted an online questionnaire to allow people to participate virtually, at their own convenience.
